ABOUT THE ICRS

Chiropractic regulation exists in many countries to protect the public. 

Incorporated in Canada as an international, nonprofit organization, the ICRS is established to support those jurisdictions that have legislative authority to regulate chiropractors, and to assist those who wish to work toward adding the appropriate regulatory structure to protect the public. Anyone interested in the goals of the ICRS is welcome to attend the annual Forum.

2022 RECAP - OBSERVATIONS

Protection of the public is the responsibility of more than just the regulatory authorities

Educational programs, accrediting agencies, and examination organizations also have a clear charge to act in the public interest. So do professional associations, those providing electronic health records software, and even the vendors upon whom we depend for equipment and soft goods.

Ultimately, each individual chiropractor retakes the oath to provide safe, ethical, and effective care every time a patient is treated. Regulation is the duty of the entire chiropractic community.   Read more...

ICRS meeting focuses on mobility, ethics

The recent online Forum of the International Chiropractic Regulatory Society was well attended, with representatives from regulation, education, testing, accreditation, and professional associations throughout the world.

A pre-meeting survey revealed the topics of greatest current interest to be mobility and ethics/professionalism.

In the Public Interest

 “You didn’t use exact words.”  Any parent has heard this complaint before.  So have teachers and health care professionals.

This is not lost on those in chiropractic regulation.  How much definition should be in the overarching laws (statutes, acts) or the applicable regulations? Are Codes of Conduct embedded in law and therefore enforceable, or provided as reference by the professional associations? This varies substantially around the world.   Read more...

How do we measure the effectiveness of chiropractic regulation?

This was the topic at the recent 90-minute mini forum hosted by the International Chiropractic Regulatory Society. The Zoom session was moderated by Dr Wayne Minter, who chairs both the ICRS and his national regulatory authority, the Chiropractic Board of Australia.
 
Guest presenters were Mr Nick Jones, Chief Executive and Registrar of the United Kingdom's General Chiropractic Council, and Dr Philippe Larivière, Chair of the Federation of Canadian Chiropractic.
 
While acknowledging the importance of such measuring benchmarks as the speed of processing applications for licensure or registration, frequency of reporting violations, inclusion of stakeholders, financial management, and regulatory responsiveness to social justice concerns, the presenters concluded that the issue is far more complex.   Read more...

California law requires patients to be informed if doctors (including chiropractors) are on probation with regulatory boards for sexual misconduct

West Virginia law removes offenses described as moral turpitude as basis for license denial unless the underlying crime bears a rational nexus to practice; provides criteria to determine whether criminal conviction has nexus to occupation; authorizes applicants to petition boards for determination as to whether criminal record precludes licensure, more.

West Virginia also waives initial occupational licensing fees for military and low income families

Washington law addresses senior students in chiropractic program practicing under the supervision of approved chiropractor

​Budapest 2018 - Dr Wayne Minter, president of the Chiropractic Board of Australia, presented an overview of the Australian national scheme, registration standards, codes and guidelines.
  • Australia has more than 700,000 registrants, including over 5,280 chiropractors, 60.9% male
  • Complaints involve male chiropractors 65% of the time - looking to identify risk factors
  • The chairs of the fifteen regulated professions meet every three months on an interprofessional basis to consider new strategies and to ensure a greater degree of harmony in the overall regulatory and public protection process.
Established under the 2009 national law, the functions of the Chiropractic Board of Australia under the Australian Health Practitioner Regulation Agency include:
  • registering chiropractors and students
  • developing standards, codes and guidelines for the chiropractic profession
  • handling notifications, complaints, investigations and disciplinary hearings
  • assessing overseas trained practitioners who wish to practise in Australia; and
  • approving accreditation standards and accredited programs of study.
